In June 2007, the City asked
The Home Depot to further evaluate impacts through an Environmental
Impact Report (EIR). The EIR is a report prepared by the
City of Thousand Oaks under the guidelines of the California
Environmental Quality Act (CEQA). The intent of this document
is to define the project, inform the public about any potential
environmental effects and identify measures to reduce significant
environmental impacts.
Summary of Key Draft EIR Findings
Air Quality: Will not exceed any air quality emission
thresholds or standards
Providing protective fencing pursuant to Ventura County
Air Pollution Control District standards
During construction, short-term impacts to air quality
caused by dust will be alleviated by watering the construction
site
An independent economic study of existing retailers,
principally along the Thousand Oaks Boulevard corridor,
revealed only one store that appeared vulnerable to the
competition that The Home Depot would bring
The Newbury Park store will expect a transfer of customers
to our proposed store which will allow for better overall
customer service at both stores
The City of Thousand Oaks independently studied all
adjacent intersections serving the new store. The report
found all intersections will operate at acceptable City
standards, with only one affected intersection needing
minor restriping
A prior analysis found that The Home Depot project will
generate fewer average daily trips than generated by the
former Kmart
